Master of Environmental Sciences, Graduate School of Diponegoro University (UNDIP) dissected Indonesia's readiness to enter the era of green development by holding a national seminar online titled, "Green Development and Licensing: Diplomacy, Device Readiness, and Standardization Pattern". The theme of sustainable development is the subject of considering that the government is currently diligently building industrial areas as a priority effort to provide jobs.
In addition to the existing industrial estates, at least 27 industrial estates are currently being prepared. The move is parallel to the enactment of Law No. 11 of 2020 on Cipta Kerja which is a manifestation of the government's desire to boost investment.
The issue is whether the development of industrial estates is accompanied by a commitment to sustainable development. "Will the announced industrial areas run the eco industry park?'' asked Undip Professor of Environmental Science Management who is also Vice Chairman of the National Research Council, Prof Sudharto P Hadi MES, when presenting his thoughts in a seminar held online, Wednesday (2/12/2020).
In the presentation entitled "Challenges of Green Development in the Investment Era", the former Rector of Undip who is familiar with Prof. Dharto's greeting revealed in the concept of green development, basically, the industry can cooperate with various parties including local communities in order to reduce the impact of its activities. Including how to use natural resources properly and efficiently. ''So, in fact (how) is it able to synergize economic, ecological and social interests,'' he said.
According to him, green investment is not just about hosting industrial relocations from various other countries. It is necessary to blueprint sustainable industrial development, the type of industry built with the ecological concept, and based on the local economy, can also provide added value for the prosperity of residents around the industrial area.
The simplification of the permit, including the AMDAL which is the implementation of the ratification of Law No. 11 of 2020 on Work Copyright is recognized to be able to simplify the licensing process so far long and complex and inhibit economic growth. However, there are problems related to the utilization of space in the context of RDTR (Spatial Detail Plan). "I see the ease of licensing there is a worrying side. Will cause environmental damage. Especially now from 514 regencies and cities in Indonesia, only 56 districts/cities that have RDTR," he said.
In the seminar opened by the Head of MIL UNDIP Study Program, Dr. Eng Maryono ST MT, it was revealed that the condition has the potential to reduce the quality of AMDAL (Environmental Impact Analysis). Whereas in the sustainable development agenda, the mission of the AMDAL is noble, namely as a strategic plan for sustainable development. "So the nature (of how) synergizes economic, ecological and social interests.''
Other speakers in this seminar were chairman of the Green Technology Research Center of Undip Graduate School, Prof. Dr. Ir Purwanto DEA; Head of The Environment and Forestry Office of Riau Province, Dr. Ir Mamun Murod MM MH; and Acting Head of the Environment and Forestry Office of Central Java Province, Widi Hartanto. Chairman of The Green Technology Research Center of Undip Graduate School with the theme "Green Development Device".
According to Prof Purwanto, the concept of industrial ecological devices is designed environmentally friendly. The trick is to be able to integrate environmental aspects as part of sustainable development. In green industries, sustainable development instruments and devices must be applied.
Thus, it can be done to reduce the use of the amount of materials for the manufacture of each goods and services, reduce energy in the production process, reduce the spread of toxic materials, maximize the use of renewable resources, extend the life of products by conducting life cycle studies of products and increasing the intensity of use of products and services.
